JMR CENTER MANDATE
Naga City Governance Institute (now renamed Jesse M. Robredo Center for Good Governance by E.O. 2013-024) is hereby created “to serve as the single-point agency of the city government that will respond to the challenge of growing, promoting, and sustaining local governance innovations in Naga City and the Bicol Region. “ (E.O. 2009-004)
JMR CENTER FUNCTIONS
Research : to document local government innovations and best practices in Naga City and the Bicol region that will facilitate learning and further investigation by academic institutions.
Training : to conduct training workshops and related activities to promote the replication and/or scaling up of local government innovations and best practices in Naga City and the Bicol region.
Networking : to identify, explore and establish partnerships with local, national, and international entities who share the same goal of improving governance, particularly at the local level.
Advocacy : to identify local governance and regional development issues that need to be promoted, particularly at the policy and operational level, and conduct events that will heighten popular consciousness on these issues.

5. Initiate discussions and clarifications of contemporary social issues and problems.
6. Pursue interaction and linkages with national and international institutions and agencies.
